Dear Palencia Property Owner:

The Palencia Property Owners Associationof St. Johns County, Inc. (“Association”) held a Board of Director’s (“Board”) annual meeting on November 28, 2016, with numerous Palencia property owners in attendance, to discuss and review the Association’s costs for operating the Association in 2016 through the annual general assessment and for assessments collected for basic cable TV and high speed Ethernet internet services, currently provided by Litestream Technologies, as well as Village Center Landscaping Maintenance assessments, provided by BrightView Landscape.

In accordance with Article V of the Declaration of Covenants and Restrictions forPalencia, area assessments may be levied by the Board, to fund the obligations of the Association, from time to time.  As a reminder, these are assessments that each property owner and homeowner is obligated to pay.

In reviewing the 2016 budget, the Board elected to not increase the annual general assessment for 2017.  Your annual general assessment invoice has been mailed to your address on record. Annual General Assessments are due January 1, 2017 and considered delinquent on January 15, 2017. 

The Hines Palencia Property Management team has successfully negotiated with Litestream to adjust the contractual rate increase of 4% to 2.4%.  In addition to the reduction in rate increase, we also requested and received a credit for the various network wide outages which has been included in the adjustment further reducing the payment amount to $72.65 per month effective January 1, 2017.  Please note that the monthly cable TV/internet assessment must be paid by each Palenciahomeowner/multi-family unit owner who completes the Opt In Election form for the Litestream partial bulk agreement.  New payment coupons, and mailing labels, reflecting the 2017 monthly assessments will be mailed to you, unless you pay by ACH (automatic bank draft).  If you pay by ACH, your bank draft will continue automatically. Those already enrolled in ACH will not receive a coupon book. 

Monthly Cable TV/Ethernet Assessment is due and payable the first (1st) of each month and considered delinquent on the fifteenth (15th) of each month.  All assessment payments, including Annual General and monthly Cable TV/Ethernet, received after the 15th of each month are subject to late fees at an interest rate of 18% per annum from the date assessed until paid.  Furthermore, under Florida Statues Chapter 720, non-payment of assessments can lead to possible legal action, including liens and foreclosure to enforce the collection of unpaid assessments.  For those who have completed an Opt In Election form, cable TV/internet will continue to be assessed to your property whether or not you choose to use the service.  If your cable TV/Ethernet account remains delinquent for one (1) month, the cable TV/Ethernet service to your home will be disconnected, and a $49.95 + tax disconnection/reconnection fee will be incurred and added to your account.
